OOC: The start of this post is dated back, because it was supposed to be up for discussion earlier already.
This thread is supposed to determine the countries, who shall send electoral observers to Izaakia and, once the referenda were hold, to discuss any irregularities (if they would occur and in which way, they would affect our ruling on how fair and democratic the referenda were). This thread and the thread's premise were talked about with Izaakia, so here is a reminder: Izaakia (the roleplayer) has a say in everything around the referenda. He will know, how the referenda will play out, he will know, if there were any irregularities etc. All members of the CIL are allowed to write in this thread. Gracemaria, Frost Empire Committee for International Law 27 December 2020 Mr. Officer, ladies and gentlemen, yesterday the diplomatic efforts of the Peocracy of Huawan and the Federal Republic of GI-Land with the Kingdom of Izaakia finally paid off. We all know, the Kingdom has annexed the regions "La Montagne" and "Brödmark" in this year's summer. What followed on that, was a condemnation of the Kingdom by the WF, passed on the 16 November 2020, with the condition to hold independent, free and democratic referenda in the regions about the annexation within four weeks. The Kingdom has not followed suit with this. Normally we would need to file a case at the International Court now according to the resolution we've passed, but with a little delay, in which we haven't forwarded the case to the IC yet, the Kingdom has finally decided to let the regions have their democratic and internationally observed referenda. I'd like to propose, that all members abstain for now from bringing the annexation-case to the IC. We - the WF - can make sure, that the referenda will be held, that they will be democratic and, some would say, "fair and square". Therefore we'd like the honourable Officer to decide on member nations, who shall survey the situation. I'd ask everyone, whether you are a friend or an enemy of Izaakia, to cooperate and especially not have any malicious intent, when you're discussing this matter here or when you are actually chosen to send representatives to observe the situation in the regions. The referendum will be held the latest on 31 March 2021 according to the agreement between Huawan, GI-Land and Izaakia. The late date goes back to logistical reasons and because a democratic vote requires at least a short campaigning period, which we will observe also naturally, to assure both sides of the argument have equal representation. Esteemed delegates. Huawan and Izaakia has a relationship that dates from centuries, the honorable Peony of Huawan herself, is the prefect of the Noble Peonic Princess of Hai Men, a title held by Empress Astrid passed down to Izaakian heads of states since the great war. The Peony holds empress Astrid like she would hold her own sister. Thus Huawan would like to ensure that Izaakia's cause is just and legal under thr WF's guidance.
We, the royal WF delegates of the Ministry of Foreign Affairs, wishes to announce Huawan's willingness to ensure proper democratic referenda in Brodmark and La Montagne. Proven by the democratic proceedings of the Island Region of Hai Men, the formation of the Eastern Province as well as the OT referenda of Zhang Hai, which are all world benchmarks for a just democratic election As the party that helped Izaakia renegotiate its referendum post the voting in the World Forum, amongst anything else. We would be more than willing to help be one of the representatives from the World Forum in seeking just and fair elections for the people of Brodmark and La Montagne. Ikoania hopes for a peaceful referendum. We need not another conflict in Bailtem, that is also the reason we joined the Bailtem Union. Although it may look like we're hostile to the cause because of the relations between the BU and Izaakia, we only wish for the voice of the people be heard and may the path of freedom and fairness be opened.

Izaakia announces the referendum on unification date as March 26th 2021, with results announced on the 27th. The government has put forward the question “Do you wish for [insert region name] to be unified with Izaakia?” to observer states.
Campaign rules have also been set out, with major points being. 1) A single official campaign will be assigned to each cause, decided by international observers. 2) Each side will have a campaign spending cap of $15 Million, with full transparency. 3) Foreign contributors and campaigners are barred. ——————————————————————————————————————————— Izaakia Accepts Observers from Huawan, Sedunn, (GI Land?) and Ikoania. Fellow Delegates,
The proposal by the Delegate of Gi-Land to abstain from bringing the annexation case to the IC will be taken into consideration. Furthermore, I would like to designate the following member states as official observers of the World Forum Committee for International Law: The Termina Commerce Confederacy, The Kingdom of Sedunn, The Kingdom of Gi-Land and the Ryccia. Now, Ikoania is welcome to send their own delegation after bilateral talks with the Izaakians, but they will not represent the World Forum during the Referenda. This is due to the conflict of interest that the country has by being a member of the BU. I do hope that I don't need to explain the problematic actions of the BU that would recuse neutral member states from representing the World Forum as observers. My Country, the Frost Empire may also elect to send observers, but will not be able to do so under the World Forum due to its own conflict of interest as the Officer of the Committee for International Law. As the Officer of the CiL, the Frost Empire serves as the Chief Prosecutor against Izaakia for its alleged illegal annexation of the nations of La Montagne and Brodmark. The Empire maintains its neutrality on the "annexation issues" but must recuse itself to prevent false accusations such as The World Forum Observer Mission is only interested in taking Izaakia to the International Court. Therefore, the Imperial Frost observers cannot claim to observe the referenda on behalf of the World Forum. We humbly accept the discussions and thoughts provided by delegate Honnouji from the Frost Federation regarding the states that are designated as observers from the world forum. We do not agree however, in the Ryccian delegation's designation. If Ikoania were to have conflicts of interest due to its membership with the BU, then, with no ill will towards them, The Ryccian Federation should be taken out of consideration. The recent calls for a nationwide blockade and a negotiation between the Federation and the Bailtem Union to completely seal off the country are one that we see justifiable for this situation.
If Huawan is not seen as a neutral state in the affairs, then we shall understand the considerations of the Committee and will not probe on a Peonic observership in the situation at hand. “Izaakia urges the WF to reconsider their proposal of Ryccia as an observer state. As the organiser of attempts to suppress izaakia by force, we believe their presence will be nothing more than an attempt to sabotage. Further more, Ryccian proxies through the state of Valora have attempted to assassinate members of the Izaakian Political and Royal class.”

The Ryccian Federation has no intention to sabotage any electoral processes in any foreign states. As international observers, we have no power over the Izaakian state proper, and thus it is beyond ludicrous to believe that we could nefariously influence the electoral proceedings in such a way that foments discord whilst risking international condemnation, as it is both counterproductive and self-destructing. The actions of the Kingdom of Valora, reprehensible as they are, are not of our own design, and thus we cannot be held liable for the machinations of another sovereign state.
