East Bailtem is in a shadowed conflict. Among the world and the powers of many, among the World Forum, among disease worry, there's an underlying, secret conflict going on under the noses of even the nations in the hot seats. He had made several travels to make it to the headquarters of Point Rain Armories, hoping to meet with a representative of the company on the basis of weapon trade deals. This company was a heavy target for the Teokratikan goals of the Supreme Princeps, and the delegate to the arms manufacturer would ensure that deals would be underway. Soon enough, the Teokratikan approached the front desk. "My name is Pavottui Matthias. I am the Supreme Princeps' Right Hand of Holy Military, and I have an appointment with a delegate of your company."

The Reception looked up at Matthias and politely responded, "Of Course sir. Representative Atkins is expecting you. Her Aide, Johann Gersh will be down shortly to escort you to Conference Room B on the 12 floor."
"Of course."
He sat down, waiting for the arrival of the assistant. He quickly said a prayer to Deoval for the virtue of persuasion and then eased his mind as he prepared for the meeting. Upon seeing Atkins' assistant, he got up and politely greeted him. Once they left, he calmly walked towards the conference room. Upon entering, he introduced himself to Representative Atkins: "My sincerest pleasures to be discussing this deal with you. I am, as you may know, Pavottui Matthias." He takes a seat close to him to discuss as he places a binder of various legal documents and proposals. Of these, he flips through to one in particular: FINANCIAL PROPOSAL FOR THE DEVELOPMENT OF TEOKRATIKAN MILITARY ARMS

"Welcome Mr. Matthias, I'm Samantha Atkins, the representative handling the negotiations sir. But please call me Sam." she said smiling.
"Now Mr. Matthias, I understand that you have a proposal for an arms trade sir. How Many Automatic Rifles, Submachine Guns, Light Machine Guns, Medium Machine Guns, Pistols and Bolt Action Anti-Personnel/Anti-tank rifles would you like? We also offer armored vehicles, but after the debacle with our prototype X-15s, we are only offering our mainline T90 main battle tank and older reliable models. Now so long as you aren't facing advanced countries our planes are capable of maintaining air superiority over lesser foes. And of course what does your country have to offer in exchange for these arms."
He hands her the proposal.
"As it stands, we are in need of 5000 automatic rifles, 1500 submachine guns, 3000 pistols, and 2500 anti-personnel/anti-tank rifles. We are not currently concerned with armored vehicles at the moment." After gesturing to the specific order by the Teokratikan government, he moves further down the proposal. "As it stands, we believe the best thing we can provide to you is our energy and steel factories. We produce these products at a much higher rate than many of the other nations of the world, and we believe that our production may be of value to you. Along with an initial down payment price, paid for by His Holiness' very treasury, we will provide our resources to your business' growth, and hopefully assist in your many experimental models' research and development." Samantha carefully read the terms of the Teokratikan proposal and drew a red red pen from her chest pocket and added in several edits to the terms.

"Now Mr. Matthias, With the inclusion of ammunition this will bump up your price to 20% of current coal and oil production in addition to 25% of your current steel production. That being said, for the pistols would you prefer a semiautomatic handgun, reliable revolver or a machine pistol?"
Matthias carefully considered the matters. Having looked over the considerable amount of weight His Holiness placed on the purchasing of these weapons, and the financial gains when all is said and done, would be soon worth it once all was said and done.
"Semi-automatic handguns, please." He also stammered out, "Also...A-Apologies for the typographical error. We do not speak Austral natively." He jotted down the notes on the proposal onto a private copy and referenced it with the new offer. The nation would be stretching it, but it would be feasible to pay for this expenditure. "We can make this work. With the hopes of a larger profit from this investment, we will be welcome to accept the larger percentages of exports. However, we can also offer a larger Secondary Down Payment of 250 kg gold, which equates to EGD$2.6m. If this may alleviate any percentages of the production percentages, I believe this may be an easier way to make payment to you."

Sam weighed the options before smiling at Matthias, "I see, however, the additional bump in percentage is meant to expedite the continuous shipments of ammunition necessary to replenish your supplies as needed. Now if you are content with a monthly shipment then we will be happy to accept the additional secondary down payment instead."
"We will appreciate a monthly shipment. We do not plan to use these weaponry heavily immediately, so a surplus is bound to form."
He looked down at the reports, the financial situation of Teokratika entirely on paper, and pondered the weight of the matter. In his hands was the investment of Teokratika's aims. "If you are content with accepting these conditions, then a deal is made."
