A Resolution to Reform a World Aircraft Safety Agency

Proposed by Lord Gideon Kwah, Royal Delegate to the World Forum of The Peocracy of Huawan

Section A — Introduction

In realization of the lack of proper united investigative and safety agency which governs the safety aspect of air travel, due failure of the body to seek proper resolution of aircraft crashes, as well as the incompletion of its job description amidst more types of aircraft vehicles in the sky such as but not limited to: helicopters, VTOL planes and airships. A reformed united governing body to assess air travel systems and certification is needed, as well as an investigative body to assess cases of aircraft disasters and variations thereof.

Section B — Mandate

The Agency shall

be an international organisation directly under the assembly, consisting of voluntary membership of states within the World Forum,
Codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth.
Adopts standards and recommended practices concerning air navigation, its infrastructure, flight inspection, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviation.
Cooperate with The South Pacific Civil Aviation Organization (TSPCAO) and legitimize its position under the World Forum.
draft aviation standardization for both public, governmental and private entities to ensure air travel security and maintenance amongst others are met by all infrastructures in the South Pacific Region.
identify, gather and coordinate with national air safety agencies of countries in The South Pacific
Certify and assess air worthiness for current and new systems of airtravel that shall operate in The South Pacific
Lead investigative efforts in events of air disasters and accidents with related authorities
Defines a South Pacifican Standard Atmosphere under standard of the TSPCAO Standard Atmosphere), a model of the standard variation of pressure, temperature, density, and viscosity with altitude in the Pacifican atmosphere.
Ensure that in investigation efforts, there are to be cooperation between international investigators and/or expeditions that must work together without risk of sabotage, show of military force, and variations thereof.

Section C — Agency structure

The Agency shall be headed by a director-general appointed and under the scrutiny of the assembly
The director-general shall serve a maximum of two periods, each period with a span of one year.
A Proficiency and Competence Assessment shall be made every 6 months under scrutiny of the assembly.
The Agency headquarters shall be decided upon ratification of the resolution.
Investigators shall be under the employment of the agency, and under the payroll of the World Forum

(OOC: I like it, but what's The World Alliance? Also the WF is more or less the UN (which doesn't exist in our canon RP.)

(OOC: Could it be possible to include both the WASA and the TSPCAO into one organization responsible for both, since there is not really a TSPCAO at the moment, I really like this proposal and would like to see it going forward)

We wish to reopen this discussion to fully define the aircraft safety agency and the civil aviation organization. We deem that a restructure is needed and to prevent bias, must remain separate but under the World Forum. This is in light of recent hostilities in regional airspace, which, at most, led to the downing of Earemland airship. In which the nature of said accident, has still yet to be investigated by the authorities, and with a war looming in the northern part of the cordilia, we express that time is of the essence.

We move for further discussions, and if no discussions arise, moves this to a vote.

(OOC: I still think it's problematic, since I believe there must already be such an organisation. I propose this: Huawan can be one of the founders and seat of a such an organisation (since you came up with the idea). We can decide on a year, city, name of the organisation and basically let it be a rebranded ICAO/ICAN.)
