[World Forum] On the Reizen Civil War

The Ryccian Federation calls for an emergency meeting in the World Forum regarding what has developed into the Reizen Civil War.

We, a nation that has suffered war after war, see this war in Reizen as an appaling and gruesome reminder of our history. It is tragic that this has repeated itself in Pacifica. Truly, we must do something to deal with the catastrophy that is the Reizen Civil War.

Our nation is already considering sanctions to force both the Frost authorities and the RDP insurgency to negotiate. Perhaps this organization should do something similar. An uniform and resolute resolve to stop the war, whether we use sanctions, mediation, or even peacekeeping troops if necessary.

If such action was our last resort, Ryccia only suggests peacekeepers on the besieged city of Ikirejin. I suppose everyone here knows of the brutal carnage and slaughter of civilians in the beleaguered city, trapping panicked and distraught civilians in the frontlines of this conflict. We must pay special attention to Ikirejin, and whether we use peacekeeping troops or utilize another strategy, that city is one of the most affected by the war, and requires our keen and attentive observation.

I urge this Forum to act for the greater good of Reizen, and all of us. We musn't let this war slip by and be ignored.

GI-Land has to abstain this meeting as the WF-Charta isn't ratified yet and also because GI-Land doesn't want to get involved (yet) in this conflict.
We are on the side of the official government of the IFF and IFF citizens seeking for asylum can do so in GI-Land. Other than that we believe, that we should only intervene in this situation if openly asked for by the government of the IFF.

Ryccia cannot stand idly, seeing a war whilst this organization of peace that has been forged ignores a conflict of this magnitude. We must do something, as neither the IFF nor the RDP are advocating for negotiations, instead fighting to the death.

If this continues, the Reizen Civil War will be a sadistic bloodbath! We must take action to at the very least lessen the impact of the war's toll on Reizen itself!

We agree that something must be done to prevent this conflict from continuing to spiral out of control, but we must do what we can to end the bloodshed peacefully and bring the Frost Empire and the Reizen Partisans to peace talks.  We must only use military action should our efforts at diplomacy fail.

That being said, we agree that aid must be given to civilians on both sides of this civil war who are being harmed or displaced by the violence.

Sanctions would be too slow and a military response very risky and would have little to no support from neither side.

The primary goal should be to help civilians evacuate. Maybe the combatants could be persuaded to a 24 hours ceasefire, all in good faith? If not, I believe we must use other means, including initiating a vote to remove the Committee for International Law from the Empire.

"I am grateful to your leaders for taking in my people, but a recall vote to remove my Country would do little to help my people fleeing the rebel onslaught." Said the Frost Delegate sternly as he entered the meeting. "The Rebels have seized much of Reizen province and have tried and failed to terrorize my people in Ikireijin into submission. However, despite the bravery of our defenders to protect the refugees the rebels continue to continue to kill civilians."

"Your concerns for the safety of a World Forum committee is duly noted," replied the Frost delegate, "however, the Empire has designated the most safe and stable city as its headquarters precisely because the city has been crime free and spared from any sort of conflict within the Empire. Furthermore we will not negotiate with terrorists that kill civilians nor allow a slow international investigation when the Empire has more pressing issues. What we require is material aid such as ships, aircraft and medical supplies to evacuate the continuous stream of refugees fleeing the violent terrorists. Troop reinforcement has been painfully slow as we are dealing with those acutely familiar with our tactics." The Frost delegate's stern tone softens, "As such under the authority of the Kensei administration, I humbly request that the World Forum dispatch evacuation vessels with appropriate naval and air escort to assist the overwhelmed local authorities evacuate fleeing civilians."
