Legal Question (interpret the meaning and application of a law) The Great War

It was an unpopular decision, and certainly one that was contested in history. Some say it's a bit meta, but this is not a roleplay thread.

The Minnan Buffer was created the month after. A defensive position on the south of Central Huawan was made to combat imperial incursion into Huawan. The lush Eterna Forests was the perfect place to hold the line against invaders, not many has managed to go through the natural defense of Huawan. Bunkers and positions were made and patrols came along. The Imperialists had such a large forward army that the buffer could not save the country from a full on invasion, but long enough to halt the Imperial advance.

To safeguard the waters and satisfy the council's will to defend against the allies. The Royal Navy has increased protection on the Eastern region's coast. The Eastern region has been a pirate cove and precious naval base of the Peocracy of Huawan. Its torrents and chokezones made it nearly impossible to invade, yet the natural barrier has served the Peonic defence well in history.

However, for the world, there are several things that remained perspective. Huawan is a weak nation that outperforms any player in The Great War, it neither has the resources to come toe to toe against the Allies and the Imperialists. The overall attitude saw the nation to be not a threat. On the other hand, The Peocracy has a substantial resource of Coal, oil and food. Resources that are useful in war, anyone that could control the Peocracy would control the war. If the Imperialists hold Huawan, they effectively hold the Cordillera, and if the Allies hold the Peocracy, it won't be long until the Imperialists would fall.

Another thing is that Huawan has a division of sentiments in her government, and no one expected that these sentiments are exploitable. Until they realized history could repeat itself from the other side of the region

January 20th, 1950.
Reiz Coffee and Bar, Grovne, Sedunn
Kingdom of Sedunn, Allied Territory

Mikhail Aerinn was a man that's assigned with tasks. A "task man", in the eyes of others he works for intelligence in the Sedunnic government. But with the war, there are similar agendas that would need to be worked on, and as such he is chosen to spearhead the operation.

He read the news as he drunk his coffee in Grovne, he always demanded the daily roast. The best and strongest one. He didn't care if the coffee was made in a fancy manner, a spoonful to the cup, warm water and some condensed milk. The coffee was chocolate, as rich as Gi-Lanndian chocolate.

He looked at the time, he was expecting a member from the Allied Intelligence community for his next assignment. His team would receive their standing orders the minute he gets the assignment, in which he'll walk to the payphone and mobilize. Mikhail continued to drink his coffee while reading his newspaper, and it was then that the server tapped him on the shoulder.

Would you mind if you shared with a guest?
"Not at all," said Mikhail, a man then sat down in front of him and made his order of chicken sandwich

Mikhail was a simple man, he had a family, one wife, three kids, two of which from the hag of the first wife, who was caught cheating when he was in his service. After a divorce that was nothing short of a pro-revenge story, which involved a camel, an eraser, a mug and a prosthetic knee, he went on to marry another and have a stable life for his family. But that's the gist, his family must remain calm and stable, let him do all the dirty work as the breadwinner.

The chicken sandwich arrived, and as his table-mate munched away, he continued to read the newspaper, he never let go of what's written. The academy saw that his brain was like a sponge, he loves reading and could make an exposition front and back on what he read. He likes reading, and he does it often to spare the time.

The sandwich was finished, and a bil was paid. His tablemate left, leaving an envelope on the table. After waiting for 2 minutes, Mikhail took the envelope and finished his coffee. On his way to the subway station he read the contents of the letter, and got his standing orders. Once he was ready, he took out a cigarette and a lighter. By minutes the message was burnt to light up his cigarette.

Entering the payphone, he dialed the number of his agents. Spoke the mission succinctly, before hanging up and continuing to move. That day, he's Mikhail Aerinn, and he needs to catch a flight


January 21st, 1950.
XinXian Prefecture, Central Province
Peocracy of Huawan

Huawan had a system of shogunates to balance the power in the country. A system of members in society that's sole purpose is to govern their respective territories. They control the military, economy and everything else that matters. The shoguns were formed because the population of Huawan was, at the time, deemed to be too incongruent to be involved in state matters, appointed heads of the population may be much better to interpret ideas their people need.

The People's council does exist, however, to summarize the aspirations of the statesmen, and The Royal Council makes the gameplan on how the decisions would come to be and whether or not any mission would be carried out smoothly. The execution lies in the government, and it should be fully the responsibility of the governor. However, areas like the Eastern provinces, are pretty much undefined, and rather having a single governor, the area allows Shoguns proceed with the plans laid out.

At the time, the shogunate had so much power and influence over their respective territories, the people had trusted them more than they trust the Royal Palace. An interesting position, what's more, the one that holds the position of "The Peony" lies in the influence of the People's Council, the Royal Council and The Shogunate. Even more interesting, is that since the shoguns are considered to be "the best of the best" in their territory, the position of The Peony lies in who becomes the most influential shogun. Which through thick and thin, fell into Mei Yan, Shogun of ShengJi. The position of The Peony changes every 4 years, and under scrutiny by the three governmental systems, if a majority considered the office unfit, an election from the shoguns shall be called.

Mei Yan was a strong and cunning character, being a shogun herself, she has a large experience in military tactics and population management. She abhors corruption and prefers to provide power directly to the people. But the fact that she is syncretic to her Tengriism, her young age, her appalling personality towards fellow shoguns, and her gender made her the target of many other shoguns in the country. Those who wish to depose her, bided their time to give the perfect reason for her abdication, and the explosion of a war already had a lot of the sides high strung.

Everyone wanted power, everyone wanted vengeance, everyone wanted control. The Shoguns wanted war, but did not want the responsibility of being the one that proclaimed war. So all it took is a single form of misinformation to stress an already heavy situation. The Peony knew this, and had been preparing for a war. She may have the blood of the legendary Shao Yan, but lacks the savviness of her ancestors.

"What an interesting position I'm in" she thought to herself as she picked up her daughter from school, "I rule those that want war without the responsibility, to unite a country by sowing the seeds of division even more. A dilemma indeed."

After some discussions on Discord, I decided to adapt the events of the Great War to our current canon and replace the CTE'd nations. Find the text here: https://wiki.tspforums.xyz/wiki/Great_War_(Pacifica). Comments and suggestions are welcome. Images and links will be added to the article later.
