The Organization for the Coordination of Humanitarian Aid in the South Pacific is a Non-Governmental Organization based out of Balent, Resentine. It was originally founded as the Organization for the Coordination of Humanitarian Aid for the Resentine Kingdom in 1975, but has since grow into one of Resentine's most prominent humanitarian aid groups. While it does receive some funding from the Resentinian Government, it's main source of income is private donations. The organization does provide humanitarian aid to countries that need it, it's primary purpose is to coordinate the efforts of humanitarian aid groups to make sure that aid gets to the right places when it is needed. This includes coordinating with National, Local and Regional Governments, establishing supply outposts, and arranging security for both supply outposts and aid convoys in the field. The Organization is run by a Board of Directors, with Resentinian Entrepreneur and Founder of the Organization, Ms. Madeline Cartwright, as the current Chairman of the Board. The Board of Directors is often made up by the heads of the associate organizations, but, there have been several exceptions before in the organizations history. Humanitarian Aid groups that wish to become affiliates are to fill out an Application which will be looked over by members of the board, and then approved or denied. We do allow multiple attempts at application, should your group be denied the first time. Countries or groups in need of Humanitarian Supplies may apply here to receive the supplies they require, though they must fill out an application form.

We have not seen any government attempt to apply as an Aid Organization. Given that, we would that you provide us with for specific details about your humanitarian operations during the War in the South Pacific and the Ryccian Civil War before we make a conclusion, and whether Qvait would be willing to assist a country, even if it was at war or involved in recent political conflict with the country?

I do not know how it would be unusual. The Qvaitican government allocates money from the taxpayers to use for food and water to be airlifted or shipped into a disaster-stricken country. The government would not favoritize where the humanitarian aid went.

We consider it unusual because while governments do provide humanitarian aid, and may do so often, the usually do not qualify as humanitarian aid organizations. However, the Qvaitian Government understand that there may in fact be a time where the Interests of your government and our organization may come into conflict?
