"Well the conflict is rather complex... Initially all the rebels banded together to fight for the Reizen Democratic Party, but as the war went on the Party began to split along factional lines and formed three major factions. The largest and most ruthless of the factions was the Reizen Independence Movement. They are idealists and fanatics who want nothing more than to see a free and independent Reizen Republic no matter the cost. Then there are the communists, the Worker's Party of Reizen, who wanted to create a worker's paradise with a decentralized confederacy. They are believed to much more pragmatic than the RIM. Finally the last of the major rebels, the Reizen Democratic Coalition, is the weakest, but more moderate of the rebel factions. The Reizen Democratic Coalition is made up of what's left of the Reizen Democratic Party and they have been steadily declining in the face of more powerful rivals. They're more prone to act diplomatically and negotiating with anyone to reach their goals. The Reizen Democratic Coalition and Worker's Party of Reizen have signed a non-aggression pact with the Frost Empire, but it's a fragile truce at best... sooner or later one of them will crack and it will collapse unfortunately..."

"And where does the Frost Empire stand in all this? It seems.that the country would like to be independent but goes into comflict over who should be in charge. I assume that the Frost Federation wants to keep everything close knit and secure, but it doesnt seem to look like they are supporting any faction, especially with Ryccian involvement to RDC and WPR and Bruuman interference with RIM." Asked The Peony.

She ponders what to say afterwards.

"Aran, if I may be so blunt. The Peocracy humbly supports its Frost counterpart and the empire. Executed correctly, Reizen could become a great part of Frost, as with our cooperatives... I ask the conditions of Reizen, and its people. I assume that many are displaced? And suffering from malnourishment and disease?"

"Initially, the Empire wanted to contain the rebellion and wait for them to sit down at the negotiating table. However, with the bloodbath of Ikireijin and the subsequent bloody trench warfare that followed, the Empire is growing determined to crush them by force or force them to the negotiating table. There are local militias that the Empire supports like the Ikireijin Militia, but according to Admiral- I mean Crown Princess Remilia, they have been integrated within the Frost Self Defense Force." He paused "I am not certain how bad the Province has been since I have been here in Huawan since before the war, but official reports paint a terrible picture... The once beautiful jungles and villages decimated and turned into a muddy wasteland of death and destruction... I don't know how many people have been displaced, but official estimates number in the millions with disease like Cholera rampant in some camps."

".....As you know Huawan is the leading state in health support, and we constantly send camps and logistics to torn states. The Medicien Sans Frontiere has a main headquarters in Huawan, and Im sure that if allowed we can send some help to the torn population. Would you think it is wise to send them to Reizen? I dont think the people deaerved to be treated like this."

"I don't speak on behalf of the Empire, but Isara had complained about the shortage of doctors and medical supplies in the war, especially near the front line to receive refugees. Pax Dracon graciously sent their medics to assist the Empire, but more medical supplies could be sent to alleviate the constant strain caused by the war. With regards to you MSF organization, they'll be in constant danger, so I can't say whether or not it would be wise to send them to Reizen. There are reports that the RIM have grown increasingly desperate to use chemical weapons to push the tide in their favor."

"Its a risk we all took, including me, when I was a staff. The establishment is neutral, and any color or symbol is not to be done. As for the location, Im sure theres neutral ground. Aran, if its possible I want you to communicate my wishes to your family and the frost government. At least an informal discussion. Do you think its naivete that I wish to become such a figure in a cape on this event?"

"Of course honorable Peony, I'm sure that someone within Kensei's Administration or one of my relatives would be happy to talk to you. I do not believe it is naive to want to help others, although the government would dispute the existence of neutral ground because of how complex the conflict is."

"I can't say for certain that the government would be able to help, although front line commanders have had better luck negotiating unwritten rules for allowing medical encampments on both sides of the war than the politicians."
