Harrison: This sounds like a sensible proposal. Of course, we would very much like to revisit the superhighway in perhaps ten to twenty years from now, but we cannot commit to this proposal any time soon. We will send our enterprise, environment, and transportation secretaries to discuss this proposal further with your counterparts in the future.

Especially with madam Chancellor's recent suggestions for the Valkyrian parliament, we fail to see how things would go from this point out."

Harrison: As of 1 August this year, our country is no longer a constitutional monarchy. Since that day, we have been undergoing a transition to parliamentary democracy. The office that I currently hold will return to Parliament—specifically, the National Assembly—after the July 2019 general election. Right now, we have an Acting President who just so happened to be one of our Queens. In July's general election, we will officially elect our first president who will take office on 1 August 2019. That person, whomever that may be, will serve a six year term and will be able to seek reelection in 2025. If elected, I will once again become a Member of Parliament and if I successfully negotiate a new coalition and retain the confidence of my party, I will continue to serve as Chancellor for three years at the most.

If I fail to build a coalition, that may mean the Opposition Leader could become Chancellor. I'm sure you are familiar with Nicole Chancellor. If Chancellor becomes Chancellor—that's funny—Valkyria's relationship with Huawan will be extremely different. Nicole Chancellor's voice is in my ear every day. She is confrontational. She is a nationalist. If she becomes Chancellor, I assume everything we are discussing right now will become irrelevant. The change in government structure will have nothing to do with your country. The upcoming election, however, will have an effect on your country and possibly the world. I confess, I am worried that several parties will abandon the alliance that I negotiated in June 2017. The only reason why we're still holding on to each other is because everyone agrees that Valkyria has had too many elections lately.

There will be months of negotiation after July's election. During these negotiations, I will still be Chancellor, but it will only be in the caretaker capacity. I have fought long and hard to be able to just sit here today before you as the Chancellor of the Valkyrian Republic. In nine months, I will fight an even more difficult battle. It is an open question whether I'll be sitting here with you one year from now.

"I assume you remember what I said long ago when the Mikotoba Tunnel opened," she starts to recall her words, "I.... would not think that a person who truly wishes to come to power would be so brash about her future counterpart and its people should they actually come to power. While democracy may hold the tenet of free speech so dearly, lest not forget of the responsibility and the consequences of ones actions that follow."

"You did recall that the dynamic of Valkyria became somewhat poisonous and that the opposition is dangerous, and like we said before, we hope we are prepared for what lies ahead." Said Diao Chan, realizing that the same conversation happened only a year ago.

Harrison: In our culture, we try to see the good in all people, but sometimes we are in denial of the evil that exists before our own eyes. For nearly half of the last century, Qvait existed as a totalitarian dictatorship—fascist rule. For many of those years, a great many people lived blissfully ignorant of the evil that ruled them. My father was one of those people, until he found the Resistance. In the final years of the dictatorship, the Resistance was a collection of people of many different ideologies. The one thing that united them was their opposition to fascism. Seeing good in people goes both ways in Valkyria. We try to give the opposition a fair shake, but they say some of the most extreme things possible. Then, the opposition believes that cultists are freedom fighters when that could not be any further from the truth. A great philosopher once said, "Those who cannot learn from history are doomed to repeat it." Let us hope that we have learned from history.

"The imperial military board sees that with an alarming rate of disagreement to what is an otherwise the votes against 'increases in the military budget, further deployments of the Qvaitican military, and several declarations of war', gives doubt on what will happen to us if your restraints are let out. We of course do not mean any harm, and neither you to us, as such with the discussion on an unstable political weather. With The Honorable Peony recently approving the expansion of military assets, we do see no reason to avoid talking about the military relations between our two states much longer. Perhaps we can come up a plan?" He looks at Secretary Burns.

Harrison: Ah, a quote from KTN. We believe that the use of military force is a last resort. If there is an existential threat to the Valkyrian Republic or its allies, only then would we resort to the use of force. When Erinor faced a crisis on Sereva Island, we felt that it was necessary to give military aid to the Erinorians. However, we are seeing fewer foreign threats and greater domestic threats. Until two years ago, the military was not conducting domestic counterinsurgency exercises, but a rising cultist threat has forced our hand to devise new strategies. We have never considered our immediate neighbours to be threats to the state and we still don't. In fact, we are here to foster a friendly relationship between our militaries. Secretary?

Defence Secretary Burns: At the Valkyrian Defence Department, we have been pondering on the idea of forming a regional security advisory board that analyses the potential threats facing the region, from the most immediate to the most distant. We would like Huawan to be part of this board. On another issue, we would like to begin joint military exercises, especially in counterterrorism and counterinsurgency. For the longest time, we believed that the mountains surrounding the Valkyrian mainland would protect the state from foreign threats, but we are now working under the assumption that these mountains are strategically irrelevant.

The Intelligence Directorate, Section 2 has analysed potential threats facing the region and it is sad for us to say that one of the greatest security threats within the region exist within Valkyria. I am talking about the cultists. These groups are armed and dangerous and present an immediate threat to the Valkyrian state. These groups do not recognise states or national boundaries as legitimate and are willing to break immigration laws, which can make these groups pose a threat to neighbouring states. We will not conduct military operations in neighbouring states unless we have authorisation from said states. With that in mind, we want our neighbours to be able to adequately respond to the cultist threat while it currently exists. This could be resolved through the use of law enforcement or the use of military force or both.

It is imperative that we respond to this threat and any other threat that may arise with unity. If we do not have a unified strategy, there will be confusion and threats to our states will take advantage of that confusion. That is why I also propose a direct line of communication between defence ministers. We must be able to respond to situations without misunderstanding what is taking place. There may be times when either of our militaries are mobilised and we must be able to explain the reason for this mobilisation. Cohesion is the most important thing for our two militaries.

"Joint military exercises have always been a yes for us, ever since JKOM and the Knightisian Military Simulations. We have carried out many exercises with many of our allies, from Sedunn to Bruuma. We don't see why we could not carry out such cooperation with Valkyria. The mountains of our region is still great protection in modern warfare, and the densely packed forests of Huawan gives much room for guerrilla warfare." Said Lieutenant General Rem, "but yeah, soon terrains may be irrelevant, and thus cooperation is needed between us. I shall speak with the Imperial Military Board if a direct line can be made between you and the Imperial Military advisor, but you should meet that man first, Secretary Burns, I believe he'll have some things on his mind concerning these two nations."

"Anyway, you've raised concerns about the cultists. If they are as bad as you have described, we do not want them getting into our land." Said High Diplomat Diao Chan. "Our diversity is something we hold dear, however if unnecessary harm is made for the sake of belief, that is not the Peocratic way. While the military cooperation can be discussed at a later date, we are looking for tighter border regulation. With the agreement for a second tunnel and predicted increase in traffic, we need to assure further security between our two states and those that pass into it."

Harrison: I agree. I believe a data sharing agreement would help in the arrest of criminals in both of our countries. We have a database of criminals and fugitives and we could cooperate with each other by sharing the information in our databases. At the same time, we have the Border Security Service patrolling along the Cordillera Range.
