The Besernian government would like to edit their approval on the conference, and will want to make it clear that all officials attending this event, except for the Minister of Health, Josephine Adalren, will be attending by video conferencing. Josephine will attend in person.

Dr. Freude would also attend via video, seeing the safety concerns and that other nations get granted that possibility too.
Also this might increase the chances of the chancellor or the leader to attend the summit too.
