(Joint WF Health and WF International Law) Humanitarian Recall in Reizen

Ladies and Gentlemen of the council.

It has come to our attention that an order was provided by the Imperial Frost Federation on the humanitarian efforts of Reizen. As such international relief efforts for the displaced people of Reizen, which has come from all members of the region including from institution by most members of the World Forum.

Absence of relief provisions would worsen what little stability we have left of the region, and denial of such necessities are denials of access to clean food, water and healthcare in the region.

Furthermore, news was received by the neutral humanitarian camp, Camp Sanctuary. The camp currently house over 313,539 civilians currently displaced in the region, and has provided the people of Reizen with proper education, food, healthcare, clothing and adequate housing. The camp cooperates with other humanitarian organizations all over The South Pacific as well.

As of recent reports by journalists on the field as well as WF supervisors, in addition to the retraction of humanitarian efforts, the imperial Frost Federation has ordered for any camp within Frost territory to move north, away from the frontlines. Including Camp Sanctuary. A transmigration of refugees at this size was unheard of since the Ryccian crisis years prior, and as such is a massive undertaking as well as a large potential to produce thousands of casualties. An ultimatum is also given by the Frost establishment that if Camp Sanctuary were to refuse the movement, every humanitarian establishment that works in Camp Sanctuary, including the Medicien Sans Frontiere operation in Reizen.

Before we wish to begin discussions, we would like to summon the delegate of the Imperial Frost Federation, to explain the ultimatum given, as well as the actions recommended by them as of late.

"Why don't you ask the architect of project exodus?" responded Major General Kuri Amano as he entered the room.

"Greetings fellow delegates of the World Forum. I am Major General Kuri Amano of the Imperial Fourth Division and I am here at the behest of Delegate Kei-Mazen to explain the necessity of Project Exodus, the immediate evacuation of all aid camps situated within the contested zone.

As stated in my public statement, the World Forum aid while greatly appreciated has taken advantage of our desperation expanding in places that should only be used as a rest stop.

Let me be very clear to those of you who oppose our efforts to prevent the immediate evacuation of civilians north. The RIM will initiate their Northern Offensive and they will use everything on the way north to their advantage. That includes the forced conscription of refugees and foreign medical personnel to suit their aberrant purpose.

We as Imperial Soldiers have a duty to protect our citizens. Part of that duty means evacuating civilians still stuck or loitering in contested hot zones. Therefore, 4th Division has spearheaded the evacuation efforts and we have been providing trucks, helicopters and half-tracks to facilitate the smooth evacuation of civilians north.

However, some camps especially those run by foreigners like the MSF have proven their incompetence by stating that they cannot leave because of ridiculous reasons. And in case they've forgotten they're currently operating in A WAR ZONE! Evacuation plans are always a must when planning a camp within the contested zone. The fact that they've used a lack of an evacuation plan as part of their reason to not evacuate the premises is abhorrent.

The MSF and Huawan are naive to believe that the RIM will avoid camp sanctuary and other aid camps. The RIM will go to every aid camp because it holds a precious commodity for them, medical supplies and people. Those people in the camps within the contested zone will be conscripted to be used as slaves, cannon fodder and human shields.

The RIM use euphemism like Martyrs and saints but is that really a fate that you expect the Empire to submit its civilians to?! I would certainly hope that the World Forum does not expect us to do so when we have an brief window to evacuate the civilians. 

That being said, I will be happy to answer any questions regarding Project Exodus before I return to evacuate the civilians by non-lethal force if necessary."

Doctor Valentine was rather surprised, she tried to listen intently and took careful notes, she had no intention to provide further remarks more than what is necessary to the General. As her thoughts were compiled, she prayed and proceed to speak her thoughts.




The World Forum Health Committee has worked on dozens of operations across the region and provided aid with speed and quality in tandem, never separable. To maintain the wellness of our humanitarian efforts, there must be strong cooperation and communication between the World Forum, the Reizen parties and the third partisan organizations. It is to ensure access to food, water and healthcare for the population, regardless of their social class or their political allegiance.

After all, in accordance to Article 1, Section B, number 3 under the title: "Responsibilities" States: "The World Forum shall serve as a channel for consolidating our separate resources in times of great need." These are desperate times in Reizen, and further investigation revealed the following.

Over 55% of hospitals and clinics in the theatre do not adhere to the minimum of standards, and 65% of these infrastructures do not have a licensed medical practitioner operating in the premises. Our agents further reveal lacking bed space and low manpower to perform surgeries. With cities razed and supply channels in tatters, a great number of the displaced and the insufficiently supplied are present, rising at an alarming rate.

It is such a shame that the honourable general has mentioned that we have taken advantage in establishing camps in the so-called rest stops. When no official information nor cooperation from the Frost Federation has been established as of late, they have not provided sufficient instructions nor structure on where to provide the support.

The other reason why this "Rest stops" are being heavily supported is simple, neither party have been properly able to supply the population with their demand for food, water and healthcare. The high demands in these "Rest stop" are indicative of the situation. It is therefore imperative that the MSF and the WF cooperate with the efforts currently built by the town hall, and aid them in providing help as best we could.

We trust the Imperial Frost Federation and their judgement to ensure the safety of camps within their area of control. As we have trusted the RIM, the WPR and the RDC to proclaim that these areas remain neutral safe havens amidst the conflict upon us. Therefore, we have worked, with great difficulty, in cooperating with hospitals and clinics across the Reizen peninsula alongside the medical staff both private and public. Irrespective of the government or party currently in charge, as we believe that a hospital is a place of neutrality and security. This is the only approach we must take, to ensure that the displaced population of Reizen to trust the service provided to them.

Now the main camp, Sanctuary, is serviced by the triparty. Mainly the World Forum and the MSF movement, amongst many others. Camp Sanctuary houses the infrastructure to receive equipment, as well as having the most optimal infrastructure to house a large amount of the displaced population. The Honorable General mentions of the lacking evacuation protocol, when the party that should maintain the security, as well as evacuation in Camp Sanctuary, should be the one that maintains the Camp, that being the Frost Federation.

The main problem with the evacuation protocol lies in the absence of a facility that could house the populace of Camp Sanctuary in its stead. Since the designated area of humanitarian service is made between the World Forum and the Frost Federation, it is the duty of all parties, including the Frost Federation to provide a well-established facility in their evacuation to the north. This is something, that they failed to provide.

While we would also assume our role in evacuating the main humanitarian camp away from a potential conflict zone, our role also provides a responsibility to maintain that the redesignated area in the north fulfils the basic qualities and standards. There is evidence that the Imperial Fourth Division did not provide sufficient information of the new location, while they must secure the citizens of Reizen, it is our duty in this role to ensure that those displaced are properly logged and properly maintained.

An evacuation of such a monumental size would be testing to the displaced, and the staff on the ground. An evacuation of this proportion would leave a large room for error, and a larger room for the possibility of victims on the field.

While the council do not contend with the necessity of "Project Exodus" concerning the Imperial Frost Federation. We warn time and time again, that if the Imperial Fourth Division would proceed with the evacuation so haphazardly, they would not only be risking everything that we have accomplished so far but also in the risk of the lives they claim to secure. The "no negotiation" stance that you are proud of, may result in one of the largest humanitarian disasters to have ever occurred since the dissolution of the Ryccian Union four years prior.

The Health Council does not want to repeat the mistakes of the organizations before us, and would, therefore, ask, with respect, that if Project Exodus must be carried through under the Frost Crown, every party must play their role, and their duties in cooperation.
