[IC] Negotiations for Churumduuli-Daskan trade agreement

OOC: You are fully welcome to include unexpected details in the trade/development deals, as I am likewise unfamiliar with how they are written! Tounge Look at us, bunch of amateurs haha.

TULUGUUAQ: Yes, please feel free to send us the invoice for the pharmaceuticals. As I said, we will discuss the payment amount in our Ministerial Council before completing any deal, and you can choose between cash or the cash equivalent in kilograms of gold.

INYALILIUAK: With regards to the amount of pharmaceuticals Churumduul requires: our nation is now around 570 million individuals. Our Health Ministry's most recent projections show that about 30% of the population will fall ill next year from various ailments; however, His Majesty has instructed me privately that the Ministry be capable of handling at least 50% of the populace in a full-blown epidemic. Therefore, we will require enough drugs to provide for at least 285 million people. My advisors and I have narrowed down our pharmaceutical needs to 3 areas: antibiotics, painkillers, and some form of anesthetic. The rest of the pharmaceuticals we can wait on until later. If we are to provide for half our populace, please let us know how much 1 year's worth of prescriptions/anesthetic would be needed to provide for 285 million people and how much this would cost. My advisors say that it may be best for us to sign a 3-5 year agreement at first to see how much of a strain this puts on our financial resources to pay for them.

CHARALAK: Minister Holt's suggestion sounds balanced and agreeable! We certainly hope that Daskan companies can be persuaded to trade primarily with Churumduul for raw materials (at least the ones we've mentioned before). We can certainly lower tariffs for Daskan imports; how does a fixed-rate tariff of 10% on Daskan imports sound? Since our government makes money from all of our SOE's, we do not usually impose export tariffs on Churumduuli goods; we make money no matter what because the government decides where and what to sell. But we also need to be competitive and ensure that other countries may have the opportunity to do business with us, hence the need for a few import tariffs. Dasko will have nearly unlimited access to our mineral wealth pending an agreement, provided we can produce it at as fast a rate as you require!

CHAYA: Churumduul is indeed in need of construction; we would agree to have your Engineering Corps come in, and we can certainly provide them lodging and sustenance (provided they are of the standard your people expect! - for our own workers, they usually are housed on-site in large purpose-built dormitories, but never more than 2 stories tall since that is the height at which we built most things here (=earthquake proof!) We can provide on-site canteen-style dining 3 times a day for all workers. Our government feels it would be better if we had the Daskan construction expertise rather than the outright cash, as this will only prolong our discussions with other countries to get our hospitals built, which is priority for our government. We can of course pay a price for the general construction; however, might we be able to pay the company directly, and not have to compensate the workers necessarily? (a lump price, versus the amount of hourly work per worker?) We will happily provide the shelter and the food, but would like to negotiate a lump-sum price for construction overall. 

Certainly, I believe a set of dispute-resolution clauses to the deal are imperative. I can tell you that the Churumduuli government is committed to making a deal, since you are clearly committed to being a trading partner; however, there is always a need for emergency rules! We agree that either party can withdraw from any deal we make, so long as there is official representation from the government stating so (and perhaps, a good reason why!)

ANDRADE: Absolutely, we will begin negotiations immediately when we return. Once a price has been negotiated, we will send you an invoice. You may pay in Qyarats, given that it is fiscally responsible to do so.
HOLT: I believe that sounds good. We can take a 10% tariff. On raw materials, we will aim to promote doing business with your Kingdom. Ultimately, it will be up to the companies to buy your raw materials. Let's see how this progresses before making any modifications.

On the construction, if you choose the Engineering Corps, that is a division from the Army of Dasko, not from a company. This means that the state will provide the workers' salaries, but your Kingdom is responsible for any basic necessities (i.e. food, water, sanitation, clothing, shoes). After the construction of any facilities, we will send an invoice. That will be a lump-sum. If your Kingdom would find it agreeable to lump basic necessities with construction costs, we will absolutely permit it. We do expect that the materials required for construction be ready though.
KAITYN: We believe that our national sovereignty is paramount, so we would prefer that there be no reason necessary to announce a withdrawal. But, we can accept a waiting time of, say one year. Perhaps we can negotiate a dispute-resolution body in a second set of trade talks? Finally, we propose that ratification is simply having any legislative and executive body approve of the treaty.
Perhaps we could add a clause that states that nothing in this treaty overrides our nations' legislation?
