The failure of the SCO to contain Ryccian and Sporaltryan aggressions two years ago comes to mind. As such, I accept the invitation. Both I and my foreign minister, Mr. Kyrzinski, will be attending.

To my dear friend Vimmru,

While I will be sending a delegation to this proposed forum of nations, my ministers have requested that I express their skeptic views to you. Understanding that you are certainly not the first to try a similar action, they wanted to know what actions you would see this forum take to ensure it's success as opposed to similar, previous efforts. They also expressed some concerns in regards to how much overreach an organization formed out of this forum would have, citing national soverignty as a claim for this skepticism.

I however, see it as a wonderful idea to finally get us all doing what we've needed to do for years: cooperate. While we have previously done so through organizations like the SCO and SPTO, I see this as an attempt to further the goals of foreign relations for all nations in Pacifica. While I, in my old age, will not be attending, I will see that Prime Minister Giddenhiemer and a Royal Representative do attend. You will get the best diplomats Resentine has to offer.

The World Forum begins

It was early in the morning. The Sedunnic king Vimmru II and his staff arrived, like most of the other international delegations, by car. Some delegations had stayed over night in the Great Grovne Palace, while others flew directly that morning. Choosing a suitable place for the conference hadn't been easy. Typically, state buildings in Grovne or the other cities would have been used, but this time a newly renovated and repurposed 19th century factory was chosen, picturesquely situated just outside the city, on the riverbank of the Setru River. The brick walls facing the river had been taken down and replaced with panorama windows, offering a wide view of the river and the wheat fields on the other side. The project group hoped for a down-to-the-earth feeling.

Vimmru was receiving the ordinary morning briefing in a room next from the grand conference hall when his staff reported that all guests had arrived and were accounted for. He stepped out of the room and onto a stage, which had been decorated with light wood and various lush plants. He had been told there were several different tables and chairs that could be brought up on the stage to provide the necessary means of a good discussion. But for now there was only a modest lectern, and behind it a large projector screen with a slide welcoming the guests to Grovne and the Tillavao Mensid Poter, or Tillava Old Factory. Vimmru looked out at the hall, filled with rows of tables and the people gathered. He spoke up.

"Friends and colleagues, I would like to welcome you all to Grovne and the World Forum. I am very glad and honoured to see so many familiar faces here, as well as the many new ones. I hope you all had a pleasant journey here.

The building we have gathered in is in fact an old factory. Until the rail roads took over as the most efficient means of transportation, sewing machines and other cast products were manufactured here and conveniently transported down the river to the steamers that were to bring the goods to the markets abroad. Perhaps to your nation? Coming back, traders brought the very best back from each nation they visited. Maybe Tea? Perhaps a delicate chess board? Or maybe some other product to enrich life.The Setru River and the factories located here were an awesome driving force of the industrialisation of Sedunn. In Sedunn it was often said that the world starts here, and it must have indeed seemed so to the ambitious people engaging in trade and taking the step out, across the vast ocean. Now, it pleases me to see the world back here in this old factory.

This meeting however, is not about an old, almost forgotten building, Grovne or Sedunn solely, but about how we want to, and can, work together for our common good. We have a lot to discuss, so I shall be brief. First, here is a basic agenda for the first day" Vimmru said and the slide behind him was changed.

"First, you will all have a chance to an opening presentation, where you may declare your goals and raise your concerns. I then propose we break it down into to specific topics to be discussed in turn. What we identify and agree upon after that shall then be drafted, and lastly voted upon. The agenda may of course be changed as needed throughout the day.

I will now leave the stage open, and return for Sedunn's opening presentation after the last one in turn have given their speech.

Again, welcome!"

Vimmru took a step back from the lectern and waited for the next speaker to step up on the stage. When the next leader approached the lectern, he presented his hand for a handshake and a personal greeting. This was then repeated with the following guests.

Gianluca accepted the handshake of Vimmru and then turned his attention to the audience.

"Well, hello ladies and gentleman. My name is Gianluca, I'm the king of Atlantis and GI-Land and I thank everyone here for coming, because I think,this World Forum could be a chance.
What chances I'm talking about? For example the chance for less war or risk of war, to work together for peace and also for more individual rights here in Pacificia, that we can address issues like famine, homelessness, children's rights, religious freedom and so on.
Let's work together, discuss, sign agreements, criticise each other. Let's be peaceful and democratic and let's give every nation the same right to express their voice on an international stage.
Thank you."

Narcisco let the applause die down before he went up to the lectern himself. He gratefully shook hands with Vimmru, returning the friendly greeting. As he stood upon the stage, looking out at all the important leaders, he knew that this was a very important event. He began to speak.

"Greetings, fellow national leaders. My name is Narcisco, the current King of the Land Of Hunting Pilgrims. I first wanted to thank King Vimmru for inviting everyone for this event, and I wanted to apologize for lack of  a formal response form our Nation.
I agree wholeheartedly with the statements made by King Gianluca of Gi-Land and Atlantis. Famine, Homelessness, Children's rights, and Religious freedoms are all very important and need to be discussed in this World Forum. I wish to add to this list, however. For one, I feel that we should not only look at the rights of the children in our world, but of all people, regardless of age. I also feel that before we talk about world peace, we first must discuss peace within our own nations, topics such as crime rates, civil wars, gangs, and other activities that risk the safety of citizens. How can we feel safe as a world if our city streets are war zones?
I thank you for your time, and look forward to all the discussions, debates, agreements, as well as disagreements that will occur at this World Forum."

With his closing remarks finished, Narcisco stepped away from the lectern and back to where he was sitting.

President Kerenskiy stood up next. In his mind, he had high hopes for the proosed organization, as he had seen the SCO, an organization of which he initially was an avid supporter, stagnate and decline. He shook King Vimmru's (a personal friend of his) hand, and took the stage.

"Greetings, ladies and gentlemen, national leaders and representatives of all over the world, I'm Yaleksandr Kerenskiy, President of the Federal Republic of Karnetvor. As the people who have spoken before me have said, this proposed organization has a lot of potential. The existent organizations are either restricted to a few nations, or are dormant. Having a forum like this, where most, if not all of the world's nations are represented, could allow us to tackle more efficiently the issues troubling our world. It will help us to set common goals. It will allow us to cooperate and coordinate our strategies. I can imagine it. We could set caps for CO2 emissions, helping to stop global warming; we could coordinate our efforts to counter natural disasters, famines, and epidemics; we could organize relief efforts to aid refugees around the world."

"I look forward to the debates and discussions. Our world will certainly benefit from it."

As Elector Primo Thomas Winston approached the stage he was worried about what he was about to say. He knew the delegates would likely ignore him. But he was going to say what needed to be said. He shook hands with Kind Vimmru, and he shook the hand of President Kerenskiey.
"Good evening. Before I begin I would like to thank King Vimmru for hosting this forum. Before I get into how I think this organization needs to look I have a few things to say. I think y'all all know my nation for the PSE. Unfortunately y'all may not know me, my government, my country or what our foreign affairs policy is. My name is Thomas Winston and I am the Elector Primo of the Federated States of Omega. Our nation is made of 5 states each with a unique thing to offer to the federation. Our government is led by the Omegan Centrist Party wich in coalition with a center-right party. But our foreign affairs is different from many of yours. We take a position of strict neutrality. If a conflict erupts we will not take a side in it, but we will always help the two sides find a peaceful solution to the conflict. We will trade with anyone, we will open embassies with anyone, we will work with anyone. And as I feel inclined to mention, our banks will hold money for anyone. We welcome anyone, not a deemed a terrorist into our nation. We are observers in the SCO and United Front because we are not willing to allow other nations to dictate our policy in areas outside of what counts as a war crime and what national sovereignty is. This talk of global environmental regulations and labor agreements scares my government. Today I have received at least 1 call from each party's leader in our legislature, expressing their concern as to how this forum is going.
We expect an organization that does not set any policy that should be voluntary. We want an organization that exists to mediate discussions between nations to help them find peace. We recognize the valiant ideas y'all have but don't tie that up in what could be a powerful organization for peace. I can say this with certainty if this organization is anything like the SCO or United Front we will not be a member. This organization must dedicate itself to two things if we are to be a member:
1. Promoting peace through diplomacy. We need to a place where dialogue is encouraged between nations and where we can help people find a peaceful path to settle conflicts.
2. Enforcing and drafting international laws on sovereignty and wars.
That's all we believe this organization should serve to do if it is to be a powerful force for peace. Of course, we would be okay with it drafting voluntary agreements on things like trade, immigration, the environment, and rights of individuals but at its core, this group should dedicate itself to international law and to helping others find peace."
As he finished Thomas looked out to see some ambassadors in shock and other outright disapproving what he had said. And he saw, in the back of the room one delegate smile. He didn;t know where that delegate was from but that smile gave him hope that maybe this was not a lost cause.
Above all else, I hope to be a decent person.

Narcisco gave a short applause for Elector Primo Thomas Winston. He had been clapping for the other introductory speeches as well, but he felt truly moved by this speech. He knew the other topics that were to be discussed would all be important, but Narcisco was built on a foundation of peace. That was part of the reason he ran for Kingship, to bring peace to his nation. Thomas Winston, he thought, was thinking on a much broader scale, wanting peace not only within his own Nation, but also wanted to help spread it to the rest of the world as well. Listening to this presentation, and the other presentations before that, Narcisco began to realize that he had a lot to learn. Not only in the topic of politics, but he also had a lot to learn about himself too.

"I was going to use my opening speech to say much the same as my esteemed counterparts have so far," Ura'sia Yena Yamera-Hyudo of the Democratic Republic of Erinor said as she took to the stage, "but now I feel I must respond to the points made by the Elector Primo, who seems to have confused his nation's much-vaunted neutrality - a position I can respect, even if I do not hold to it myself - with what seems to me to be right-wing libertarianism.  I am appalled that he does not think that 'environmental regulation' is something that an organisation primarily aimed at promoting peace should be proposing.  If that is the case, then I would ask how we are supposed to look the people of the Rainbow Isles, or other low-lying nations, in the eye when huge portions of their territory become swallowed up by rising sea-levels?  Or how we are to be considered to be promoting peace when the tensions created by climate refugees spark conflict all across Pacifica?  Or when nations begin to squabble over once-prominent resources which have been depleted through over-exploitation or global warming?

"Peace is not a simple thing to strive for and war has many complex causes.  It should be the moral duty of this proposed organisation to do everything it can to secure not just short-term peace, but the long-term safety and prosperity of all nations to prevent the seeds of future conflicts from taking root and for that reason I stand by the comments made by President Kerenskiy and others which speak of much broader goals for this forum and I will make sure that should this organisation come into being, Erinor will strive to see that it results in a better world.

Chancellor Margaret Harrison waited patiently as one leader after another spoke. When it was her turn to speak, she rose to her feet and proceeded to King Vimmru first to shake his hand, then stood behind the lectern. After taking a not so noticeable deep breath, the Chancellor began:

"I want to thank King Vimmru for hosting this summit. I want to thank the leaders who have spoken and those who will. I just want to start with a question, 'What can I say that hasn't been said?'" There was laughter across the room. Chancellor Harrison continued, "Putting jokes aside, here we are, standing at a crossroads. We have a decision to make, whether that be peace or war among us. It is my hope that we all choose peace. In the United Kingdom, we are a very concerned lot. We are worried about the environment, crime, homelessness, poverty, natural and artificial disasters, many things."

"We want to breathe clean air and make sure that, no matter which direction the wind blows, the air from other countries is just as clean as our air. We don't want to breathe in any nasty particle that may be floating in the air. The thing is, if you have a factory polluting the air, you are not only polluting your country, you are polluting neighboring countries, and in the United Kingdom, if you're polluting our air, we are not going to be very happy. We must form a global environmental agreement ensuring the cleanliness of our air and the continued survival of life in Pacifica."

"We want all people in Pacifica to have a right to healthcare. In the United Kingdom, especially Qvait, it was a war to make healthcare a right for all people. We battled tirelessly against the special interests who demonized universal healthcare, called it 'socialized medicine.' It took us nearly six decades, but in 2006, we finally won the war for healthcare and our success is still being felt across the nation. People in our nation are projected to live longer than they did before without universal healthcare. Experiencing the success we have had, we now want the rest of Pacifica to ensure healthcare as a human right. It is time for us to look to the future, look to make exponential advancements in health, look to a world where people die after having lived long and full lives."

"We want to give shelter to the homeless and aid to the poor. If there are two families, one with two loaves of bread and the other with none, we are the kind of people who would voluntarily offer our second loaf of bread to the one with none. There are countries in this world that have an abundance of food while there are those that face a shortage. We are the kind of people who learn from a very young age that 'sharing is caring.' We certainly have an abundance of food and are more than willing to give aid to countries that need it. We will give you aid, expecting nothing in return. That's just who we are as a country. It's in our religious interests to do this."

"We want to see the day that freedom and democracy are prevalent in all corners of the world. I understand that there are leaders here who may be authoritarian or totalitarian. I want to lay it down on the table right now. We will never compromise on democracy. It is our endless goal to bring freedom and liberty to all countries around the world. One way or another, the people will reign over all lands. If this organization doesn't uphold freedom and democracy, I will. I am not a tyrant nor will I ever be one. I serve as long as the people of my country see fit. You may think that you have boundless power, but I am here to tell you that you do not. I will step on your feet. I will hold your feet to the fire. I will keep you in check. Do not be mistaken. We won't resort to hard power if it is unwarranted, we'll just resort to other methods. We will get what we want, I assure you that."

"We want to live in a global society where corruption and injustice are nonexistent. There came a day when this was endemic in my country; a few years ago, in fact. However, the day I took office as President, I brought reforms that strengthened and gave greater independence to the legislative and judicial branches. The position that I held had so much power, and I was willing to give it up for the good of the people. After those reforms, NGOs studying corruption gave my country a very high score and we jumped pretty high in the leaderboard when it came to being least corrupt. I would like to see the tyrants in attendance to follow my lead."

"I think I've talked trash long enough," members of the audience were chuckling, "I just want to close by saying that I support the formation of a world forum, but I want us to pave a path toward a more centralized global union. One that can uphold transparency, freedom, and peace. That must be our end goal. It certainly is mine. Thank you, I look forward to the discussion that we will have."
