I don't think Ryccia would make sense. Karnetvor and Ryccia are too far from each other, so they wouldn't have anything to fight about . I think it should be someone close enough to be a potential rival. Sporaltryus, perhaps? It doesn't have to be a government sponsored assassination; maybe some nationalist did it and Karnetvor decided to blame Sporaltryus and use it as an excuse to declare war.
