You could ask Krull the many times I expressed opinions that differed from the norm when I was a citizen. In the end, is a matter of mutual respect. A citizen of The Pacific knows that his voice can be heard, but he must also accepts the ultimate authority is in the Emperor, and he respects such authority as much as his opinion is respected.
