Applications for membership and observer status
All applications for membership and observer status in the World Forum are governed by the procedures set forth in Resolution 2 ("A Resolution to establish a procedure by which states may become members, and states and non-state entities observers, of the World Forum in accordance with Article III.A of the Charter").

A Resolution to establish a procedure by which states may become members, and states and non-state entities observers, of the World Forum in accordance with Article III.A of the Charter
Section A — Membership Application Procedure
- A state applying for membership (‘Applicant’) shall in a written application inform the Speaker of the Assembly of its interest in obtaining membership and commitment to ratify the Charter.
- After having received a letter of notification of initiation of the membership approval process from the Speaker of the Assembly, the Applicant may send an envoy to the Assembly to observe the further process.
Section B — Membership Approval Procedure
- After having sent the letter of notification of initiation of the approval process, the Speaker of the Assembly shall initiate the vote according to Article III.A on accession of the Applicant, which will be open for five (5) days.
- The Speaker of the Assembly shall notify the Applicant of the result.
- If approved and after having ratified the Charter and notifying the Speaker of the Assembly, the Applicant shall be granted membership.
Section C — Observer Status Application Procedure
- A state or non-state entity applying for observer status (‘Observer Applicant’) shall in a written application inform the Speaker of the Assembly of its interest in obtaining observer status.
- After having received a letter of notification of initiation of the observer status approval process from the Speaker of the Assembly, the Observer Applicant may send an envoy to the Assembly to observe the further process.
Section D — Observer Status Approval Procedure
- After having sent the letter of notification of initiation of the observer status approval process, the Speaker of the Assembly shall initiate the vote according to Article III.A on approving observer status of the Observer Applicant, which will be open for five (5) days.
- If approved, the Observer Applicant shall be granted observer status.
- The Speaker of the Assembly shall notify the Observer Applicant of the result.

Question and answer
Q: Why are there country codes?
A: Resolution 3 ("A resolution on country codes") intends on streamlining economic development and documentation, By providing country codes, mailing between member and observer states in the World Forum will become a simpler process. Country codes also allow for international sporting organisers to know how to abbreviate the names of countries.
Q: What shall I do if the head of state and head of government is the same person?
A: Just copy and paste.
Q: Can I have more than one country be a member or observer?
A: Yes, but only one of your member states can vote aye or nay. All of your other member states must abstain in votes.
