Dear Mr. Speaker,

On May 12, 2022, the Assembly of the World Forum adopted a number of amendments, significantly altering the framework for international cooperation to which Esfalsa acceded in October 2020. Regrettably, the changes adopted are deeply and fundamentally incompatible with the Constitution of Esfalsa and the right of Esfalsan citizens to self-determination.

The amendments adopted by the Assembly introduced the concept of binding resolutions, which allows the Assembly to dictate the domestic policies of member states. Regrettably, this provision conflicts directly with the Constitution of Esfalsa, which establishes itself as the supreme law of the land within Esfalsan jurisdiction. The Constitution is a sacred document to the Esfalsan people that has enshrined the principles of democratic government for generations. It is this Constitution that establishes a government of the people, by the people, and for the people. By declaring the authority to dictate legislation to national legislatures, the Assembly of the World Forum has asserted that its will is more important than that of the Esfalsan people over their own affairs. Regrettably, neither the laws nor the people of Esfalsa have any interest in allowing foreign governments to dictate Esfalsan policy without even a requirement to provide a justification.

Those amendments, furthermore, assert the power of the World Forum to enforce its decisions upon even non-member states via both standard resolutions. Esfalsa is well aware that even termination of its own status as a member would not prevent other nations, if so desired, from seeking to impose policies by force within its borders. This will not go unnoticed. It is dangerous to establish a precedent such that nations may be subject to military force under the terms of an agreement they have not acceded to, where those parties seeking the use of force may provide their own justification.

When Esfalsa acceded to the World Forum, it was an international organization promoting dialogue between nations with differing viewpoints in pursuit of peace. Regrettably, it has instead become an entity through which member states may impose their viewpoints on others or justify their pursuits of war. Though the World Forum may stray along this dangerous path, Esfalsa will not forget and will continue to advocate for the full potential of the World Forum to promote diverse perspectives united in a desire for a more peaceful Pacifica.

As a consequence, it is with great regret that, in accordance with Resolution 1c, Section E, the delegation of Esfalsa hereby provides notice of its intent for demotion within the World Forum to the status of observer. The delegation of Esfalsa further requests that the demotion be recorded with all due speed, as permitted by existing resolutions.
